1 Gaza will be a free terrorism zone that does not represent a threat to its neighbors.
2 Gaza will be rebuilt for the benefit of the Gazatí people, who has suffered more than enough.
3 If both parties agree with this proposal, the war will end immediately. The Israeli forces will withdraw to the agreed line to prepare for the release of hostages. 6 Once all hostages are returned, Hamas members who commit to peaceful coexistence and dismantle their weapons will receive amnesty. Hamas members who wish to leave Gaza will receive a safe step to the receiving countries.
7 Once this agreement is accepted, it will be sent immediately full help to the Gaza Strip. At a minimum, the amounts of aid will be consistent with what was included in the agreement of January 19, 2025 with respect to humanitarian aid, including the rehabilitation of infrastructure (water, electricity, sewerage), the rehabilitation of hospitals and bakeries, and the entry of equipment necessary to remove debris and open paths.

9 Gaza will be governed under the temporary transitory government of a technocratic and apolitical Palestinian committee, responsible for the daily management of public services and municipalities for the population of Gaza. This committee will be composed of qualified Palestinians and international experts, with the supervision and supervision of a new international transition body, the “Board of Peace”, which will be headed and chaired by President Donald J. Trump, with other members and heads of state that will be announced, including former Prime Minister Tony Blair. This agency will establish the framework and manage the financing for the reurbanization of Gaza until the moment in which the Palestinian authority has completed its reform program, as described in several proposals, including the peace plan of President Trump in 2020 and the Saudy-French proposal, and can recover the control of Gaza in a safe and effectively. 10 A Trump Economic Development Plan will be created to rebuild and energize Gaza calling for a panel of experts who have helped give birth to some of the prosperous modern miraculous cities in the Middle East. Many well -intentioned international groups have developed many reflexive investment proposals and exciting development ideas, and will be considered to synthesize security and governance frameworks to attract and facilitate these investments that will create jobs, opportunities and hope for the future Gaza.
11 A special economic zone will be established with preferential rates and access rates that will be negotiated with the participating countries.
12 No one will be forced to leave Gaza, and those who wish to leave will be free to do so and return. We will encourage people to stay and offer them the opportunity to build a better gaza.
13 Hamas and other factions agree not to have any role in the Gaza government, directly, indirectly or in any way. All military, terrorist and offensive infrastructure, including tunnels and arms production facilities, will be destroyed and not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent observers, which will include the permanent placement of weapons out of use through an agreed process of dismantling, and backed by a program of repurchase and reintegration internationally financed, all verified by independent observers. The new Gaza will be fully committed to the construction of a prosperous economy and with the peaceful coexistence with its neighbors.
14 Regional partners will provide a guarantee to ensure that Hamas and the factions fulfill their obligations and that the new Gaza does not represent a threat to their neighbors or their people.
15 The United States will work with Arab and international partners to develop a temporary international stabilization force (ISF) that will immediately be deployed in Gaza. The ISF will train and provide support to the Palestinian police forces examined in Gaza, and consult with Jordan and Egypt, which have extensive experience in this field. This force will be the long -term internal security solution. ISF will work with Israel and Egypt to help ensure border areas, along with newly trained Palestinian police forces. It is essential to prevent ammunition from entering Gaza and facilitate rapid and safe assets flow to reconstruct and revitalize Gaza. The parties will agree on a conflict elimination mechanism.
16 Israel will not occupy or annex Gaza. As the ISF establish control and stability, the Israel Defense forces (FDI) will withdraw based on the standards, milestones and deadlines linked to the demilitarization that will be agreed between the IDF, the ISF, the guarantors and the United States, with the objective of a safe gaza that no longer represents a threat to Israel, Egypt or its citizens. In practice, the IDF will progressively deliver the territory of Gaza that occupies the ISF according to an agreement that they will make with the transition authority until they retire completely from Gaza, except for a perimeter presence of security that will remain until Gaza is properly safe from any resurgent terrorist threat.
17 In the event that Hamas delay or reject this proposal, the above, including the expanded aid operation, will proceed in the areas free of terrorism delivered by the FDI to the ISF.
18 An interreligious dialogue process will be established based on the values of tolerance and peaceful coexistence to try to change the mentality and narratives of Palestinians and Israelis emphasizing the benefits that can be derived from peace.
19 While Gaza’s development progresses and when the Palestinian authority reform program is carried out faithfully, conditions may finally be given for a credible path towards Palestinian self -determination and state condition, which we recognize as the aspiration of the Palestinian people.
20 The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
