
Since Vox arrived in 2023 to the power of the Generalitat Valenciana in coalition with the PP, he launched a crusade against the Valencian Academia of the Flexe (AVL). Now that it is no longer in the government, but its votes are necessary for the government’s government budgets to be approved, of the PP, the extreme right -wing formation intends to suffocate it economically and that the Valencian regulatory entity does not work autonomy.
His parliamentary group has presented several amendments to the accounts that drastically reduce their budget to the point that the Academia could not pay the officials of the institution recognized in the statut of autonomy and created in 2001 with the support of the PP, the PSPV-PSOE and the Bloc (today Compromís) to take out the linguistic conflict of the political debate and have its own normative entity. The popular votes will decide the last week of May if the amendments of their partner in the Valencian Parliament prosper.
For all these reasons, the president of the regulatory entity, Verònica Cantó, has announced that the institution studies undertaking judicial actions if the Vox amendments thrive because they violate the legal system, the statute and the law of creation of the institution, among others. “It is very serious. In more than 40 years of self -government there has never been an institutional crisis of such magnitude. The amendments are intended to leave us without human and material resources to fulfill the functions attributed to us by law,” the president has denounced. The approval of the amendments would mean “the death” of the institution through its “economic suffocation”, in addition to leading to “illegalities,” he added.
The PP and Vox agreed a budget project, approved by the Consell, which already reduced the Academia budget, moving from four to three million. Now, in the amendment period, Vox intends to reduce more chapter 1 of personnel, in 400,000 euros (-18 %); Chapter 2 of current expenses, in 260,000 (-52 %); and chapter 6, of real investments, in 20,000 (-19.61%).
As the project has already been approved, amendments cannot increase or reduce the amount, but to change the fate of money. Therefore, a Vox amendment increases chapter 4 by 422% creating a subsidy line, of 200,000 euros, for the rehabilitation of the headquarters of the private entity Rat Penat, a purpose outside the linguistic objectives of the academic.
This entity postulates a different regulation than the legal one and defends that Valencian is a different language from Catalan, against the international philological criteria. The RAE dictionary defines the Valencian as “Catalan variety that is spoken in much of the ancient kingdom of Valencia and feels commonly there as its own language.” The Dictionary of the Academia is committed to the denomination of Valencian that defines: “Romanesque language spoken in the Valencian Comundiad, as well as in Catalonia, the Balearic Islands, the French department of the Eastern Pyrenees, the Principality of Andorra, the Eastern Strip of Aragó and the city Sarda de L’Aluer, places where the name of Catalan is called.”
Vox has not hidden his interest in suppressing academia, if he could. But it cannot because the votes of three fifths of the seats of Les Corts Valencianes are needed. Its 13 deputies and the 40 of the PP total 53 (the absolute majority is located in the 50), insufficient if opposition votes, PSPV-PSOE (31 seats) and Compromís (15), which they reject such a possibility are not added. The popular and the Generalitat have also not officially spoken in favor of their elimination, but let Vox act, press the normative entity to adopt more colloquial forms, which they consider further away from the cult or Catalan registry, and also support subsidies to secessionist institutions that do not respect legal regulations, despite the dictation of the law in this regard.
A second amendment of Vox allocates 480,000 euros to four Valencian municipalities for the “realization of days on the kingdom of Valencia and the Valencian culture.” A third modifies the articles of the Budget Law to establish that the AVL “cannot modify its budget without the authorization of the Government”, which “openly contradicts” the law of creation of the institution itself, according to it.
The lawyer of the Academia, Agustí Colomer, explained that these two items “are financed total (in the case of the Rat Penat) or partially (in the case of the municipalities) at the expense of the budgets destined to pay the workers.” “If the amendments thrive, there will be not enough credit to pay what touches a template approved by the Government and social security cannot be paid,” Colomer said.
Common sense
The Academia has a workforce of 33 career officials of the Generalitat, of which eight are uncovered, most of them linguists and to a lesser extent, computer scientists. The 21 academics of the institution are chosen by co -optation for their merits and charge diets for their assistance in plenary and commissions.
Cantó has appealed to the “common sense” of the political formations so that they do not go ahead and recalled that the functions of the statutory institution are to dictate the linguistic regulations of Valencia, set the onomastic, ensure its use and promotion and defend its denomination of Valencian. He explained that the Academia has sent a legal report to Les Corts warning of the problem and has spoken with all the spokesmen of the groups in Les Corts except that of Vox.
