The Minister of the Interior, Armando Benedetti, has assessed that the organization of the consultation “has left much to be desired.” “Many problems have arisen, which in previous elections I had never seen arise. They reduced the voting tables, the voting stations. There was no electoral material to vote, in several places the ballots ran out,” he declared. “Not to mention that the National Electoral Council never wanted to address the issues of the Historical Pact, it never really wanted to decide or debate the issues of this consultation,” he added. According to him, “it could be said that there was sabotage,” although it still cannot be said by whom.
However, this is not the first time that there have been difficulties in predicting the turnout at voting stations in a consultation – some are saturated while others are empty. In 2018, in a similar process on the right, cards were missing in areas where this political sector has a high number of voters, such as Medellín and some neighborhoods in the north of Bogotá. The then registrar, Juan Carlos Galindo, explained that they had sent 50% of the cards to each of the tables because “there were no records to say that at this table they have generally voted from this tendency or another.”
