
The works that in 2021 undertook in a house María Luisa Reina, current delegate of Urbanism of the City of Utrera (Seville, 52,279 inhabitants), and her husband, are being subject to a sanctioning procedure by an alleged serious urban infraction, a process that must process the same delegation directed by the Council of the PP. This circumstance has motivated that the PSOE of that town has requested its immediate cessation for an “alleged and very serious conflict of interest.” Municipal sources consulted by this newspaper deny any type of incompatibility, warn that Reina has been oblivious to all this file and deny any irregularity in the execution of the work in that property. “Everything is false,” they point out.
The file began on March 24, 2021, when Reina was not in the Consistory, which then ruled the PSOE. On that date, in accordance with the minutes that drafted the inspection and that was complemented with another report of April 20 of that same year, it was found that “works consistent in the comprehensive reform”, according to the documentation advanced by EFE to which this newspaper has had access, of a house owned under the marriage regime of the current delegate of Urban Planning and her husband. Subsequently, new inspections were held, on August 30, 2023 -when Reina had already taken possession of his position after the municipal elections of May of that year -, in addition to a report by the municipal architect, issued on January 26, 2024, in which it is stipulated that the legal regime of the building on which the works had been carried out should be “the one of assimilated out of order”. PGOU of Utrera, in addition to other articles of the new Andalusian land law and its development regulations.
These reports are those that led to the Delegation of Urban Planning in September 2024 to initiate a sanctioning file against Queen’s husband, which is the one that appears in the files such as the promoter of the works, for a “comprehensive reform on the entire surface of the building” that could be constitutive of a “serious infraction”, and lead to a fine of between 3,000 to 29,999 euros, according to the decree of the 6th of mayor of Urbanismo, to which this newspaper has had access and that sets the value of the work carried out in 71,371.86 euros.
For the PSOE of Utrera, this situation is “absolutely unsustainable”, according to its municipal spokesman and former town of the town, José María Villalobos. The Socialists have asked for the cessation of Queen for understanding that, “as head of the fulfillment of the urban legality of the municipality, it cannot be subject to a sanctioning procedure processed by the area under its command”, a circumstance that “breaks any principle of impartiality and institutional credibility.” For Villalobos, that the councilor has not declared her incompatibility “it is not only an ethical issue, but it is a flagrant case that calls into question the equanimity of a file that directly affects those who have the ability to influence its resolution.”
The municipal sources consulted, which ensure that the City Council plans to respond to the complaint of the PSOE, deny the incompatibility of the delegate and also reduce the character of the irregularity of the works, whose sanction is being diluted. On the one hand, they emphasize that who is the subject of the file is Queen’s husband and not the councilor herself and that when the investigation began, she was not in the City Council. They also indicate that when the decree was issued and during the processing of the file, she has been most of the absent time of the Consistory on the occasion of a disease decline.
The interlocutors specify that the house where the works were executed is not in which Queen lives, but that it is an inheritance, and that it was decided to reform, although, in no case, an integral remodeling was made, but small internal works. They also specify that these works would not breach the PGOU because they understand that the regulations are applied for new construction works, and not for those already built. They also indicate that in 2021 the husband of the delegate, with knowledge in engineering, refused to admit at the time that the reform was assimilated out of order, as they had requested, for understanding that the requirements were not met. “Everything is false,” concluded the sources consulted.
