The Court of Instruction number 4 of Navalcarnero has processed the mayor of the municipality of Arroyomolinos (Community of Madrid), Luis Quiroga (PP), for the alleged crimes of prevarication, falsehood in commercial document and embezzlement. The magistrate argues that there are “sufficient indications” that Quiroga falsified minutes of a municipal company to appoint several people as directives of this entity and collect salaries different from those approved in the statutes.
In the car, cited by Europa Press and EFEthe Court agrees to continue the procedure against Quiroga and María Isabel Santamaría Alonso, secretary of the Municipal Company of Services Management of Arroyomolinos (Emugesa). He details that Quiroga, in his status as councilor of the City Council and as president of the Board of Directors of Emugesa, and Santamaría “modified the minutes of the session of the Council of said Mercantile”, held on July 19, 2019 in which Ignacio Rodríguez de la Riva was ceased as secretary of the Council and was appointed in substitution of the investigation.
He also details that the investigated introduced that Santamaría would be attached to the presidency of Ensa, charging a different salary from that of the Secretary, and appointed two other attachments. “All this, regardless of any type of procedure and not being established said positions in the social statutes” of the entity, collects the car.
The indications to which the court has referred to the documents included in the records, such as the minutes of the Board of Directors of the Entity Entity, SAU, signed by the investigated as secretary of the Council and, by the investigated, as president of the Council. It is also based on the certificate of withholdings and income on account of the income tax of natural persons and the liquidation and settlement document, as well as the payrolls provided by the procedural representation of the investigated.
